I've managed to interest Dover Press in this volume. Chances are good that Dover will bring it back into print in the near future.
Its listed at being preorderable on amazon now
though to search for it you need to use the name d j a welsh instead

Matroid Theory was listed as #1 on the list, which has fallen off the front page.
Dover is in the process of reprinting this book, and hopefully it will see the light of day in 2010.
